Phil Downs is an Associate at Tyson & Mendes’ Northern California office, and is part of the attorney trial litigation team. Mr. Downs practices in the area of public entity defense, including the defense of peace officers against 42 U.S.C. 1983 actions, as well as premises liability and other types of personal injury defense matters.

Mr. Downs has significant litigation experience representing private and public entities, individuals in state courts throughout California and federal district courts, and federal trial practice experience defending peace officers against civil rights actions. Mr. Downs has tried multiple cases to verdict before federal juries both as co-chair and lead trial counsel. In addition, he has extensive law in motion experience and has successfully argued for partial and full summary judgment on behalf of numerous clients.

Mr. Downs obtained his J.D. from the University of San Francisco School of Law in 2014. He obtained his B.A. in History from the University of California, Davis in 2003.

Mr. Downs is a decorated combat veteran of the United States Marine Corps. He fought multiple times in support of Operation Iraqi Freedom where he served in a number of roles, including as an infantry platoon commander with Second Battalion, Fifth Marine Regiment in Ar-Ramadi, and as an embedded advisor to Iraqi National Police Forces stationed along the austere Syrian/Iraq border region.

In his free time, Phil practices American boxing and Brazilian Jiu-Jitzu, and enjoys spending time with his family.
